e-Manifest fees 2026-2027: $25 a scanned image, $7 with data
EPA bills the receiving facility for every hazardous waste manifest it submits to e-Manifest. For shipments from 1 October 2025 to 30 September 2027, a paper manifest sent as a scanned image costs $25. The same manifest sent with its data typed in costs $7. An electronic or hybrid manifest costs $5. Generators, transporters and brokers pay no fee.

The gap between image-only and data has grown
In 2018 an image-only manifest cost $3.50 more than one sent with its data. Now the difference is $18. When a manifest is sent as an image only, EPA's Paper Processing Center enters its data (RCRAInfo help: manifest methods). EPA sets each fee from the usage and processing costs of that type of manifest (fee page).
| Fiscal years | Scanned image | Data + image | Electronic or hybrid | Mailed paper |

| FY 2026-2027 | $25 | $7 | $5 | Not accepted |
| FY 2024-2025 | $22 | $10 | $6 | Not accepted |
| FY 2022-2023 | $20 | $13 | $8 | Not accepted |
| FY 2020-2021 | $20 | $14 | $8 | $25 |
| FY 2018-2019 | $10 | $6.50 | $5 | $15 |
EPA stopped accepting mailed paper manifests on 30 June 2021. A fiscal year runs from 1 October to 30 September. The fee follows the date the shipment started, not the date you submit it. EPA has not yet published fees for shipments from 1 October 2027.
How billing works
- Paper manifests must reach e-Manifest within 30 days of delivery (40 CFR 264.71(a)(2)(v) and 265.71(a)(2)(v)).
- On the first day of each month, the facility's Site Managers get an invoice for the manifests submitted the month before.
- Only a Site Manager for the facility in RCRAInfo can pay. A company that pays from a central finance team gives that person Site Manager permission.
- Pay in e-Manifest with the Pay Bill button, by commercial credit or debit card or ACH debit, through Pay.gov.
- Pay within the calendar month the invoice arrives. After that, late fees build up. After 120 days the bill goes to the Treasury for collection, and unpaid fees can lead to enforcement action.
Cutting the $18 gap
Sending the data with each paper manifest is the cheaper option, but someone has to type it in. That means the generator's details, the transporters, and every waste line with its quantities and codes. Your staff can do that in e-Manifest themselves.
We also offer a service that reads scanned paper manifests into a spreadsheet. We do not submit anything to e-Manifest: your staff check the spreadsheet and enter the data. At $5 a manifest, it turns the $18 gap into $13 a manifest, before your staff's time. See reading paper manifests into a spreadsheet, with a free trial of 10 manifests.
