AI reads paper manifests into a spreadsheet for e-Manifest, $5 each

Receiving facilities must send each paper hazardous waste manifest they receive to e-Manifest within 30 days (40 CFR 264.71(a)(2)(v) and 265.71(a)(2)(v)). Send us scans of your EPA 8700-22 forms and you get back the filled-in fields as a spreadsheet for your staff to check and enter in e-Manifest.

Ask for a free 10-manifest trial

This is a new service. We take 5 trial facilities at a time. Email support@aokenlabs.com with your facility name, its EPA ID and how many paper manifests you receive a month. Please do not attach manifests yet: we reply with how to send them.

What it saves, and when it does not

For shipments from 1 October 2025, EPA charges the receiving facility $25 for an image-only manifest and $7 for one sent with its data (fiscal years 2026 and 2027). Source: EPA e-Manifest fee page, checked 11 October 2026. If you send images only today, sending the data as well lowers the EPA fee from $25 to $7, a difference of $18. With our $5, you pay $13 less a manifest than today. Your staff still spend time entering the data from the spreadsheet. The $18 comes from sending the data, which your staff can also do without us. Our part is the reading.

If you already send the data with the image, the EPA fee stays $7 and our $5 is an added cost. Your clerks still enter the data in e-Manifest, but they copy it from the spreadsheet instead of reading each scan. We have not measured how much time that saves.

How it works

How we tested it

On 11 October 2026 we tested a single AI reading on 30 public scanned manifests from Florida DEP records. 19 of them had continuation sheets (8700-22A), 41 continuation sheets in all. Together they hold 381 waste lines. We made an answer key in two steps. First, the AI read each scan twice. Second, where those two readings differed (24 fields), a third reading decided. We then compared a new, separate reading with that key. No person checked the key, so an error all of them share would not show in these figures. The service reads each scan twice. This test measured one reading, so it does not show what the second reading adds.

The test did not cover discrepancy notes (item 18), management method codes (item 19) or dates. The service reads these too, and always marks them for checking.
